Medical Premium Subsidy Credit

The Medical Premium Subsidy Credit is a $20 monthly earning approved for the remainder of the 2024 plan year (effective 7/1/24) and the 2025 plan year to help support approximately one-third of our lowest-paid employees.

Who Qualifies for the Medical Premium Subsidy Credit?

  • Active* Full-Time Benefit-Eligible Employees
  • Enrolled in an MCCCD Medical Plan as an employee and not as a spouse, domestic partner, or dependent on another employee's plan
  • Frozen Annual Rate is less than $63,000 on the Annual Rate Freeze Date (see Other Frequently Asked Questions section below for more details)

*Employees on a leave of absence who qualify for active benefits are also considered active for this credit, e.g., FMLA, Military, and those that qualify under Policy B-7 Leaves of Absence for Medical/Personal Reasons.

Q: What is the Annual Rate Freeze Date?

A: This is the date used to determine whether annual pay was eligible for the credit. It needs to be before elections are to be made for the subsidy's effective date.

  • For the remainder of 2024, the 7/1/2024 effective date, the Annual Rate Freeze Date, is April 1, 2024.
  • For the 2025 plan year, the 1/1/2025 effective date, the Annual Rate Freeze Date, is October 1, 2024.

Q: If you make less than $63,000, you can get the premium subsidy, but in July, you may surpass the $63,000. Would you still qualify to get the subsidy then?

A: Yes, we are determining who is eligible on April 1, 2024, for the remaining months of 2024.

Q: Will employees receive the $20 credit (under $63,000 annual rate) if they waive a medical plan?

A: No, only employees enrolled in medical will receive this Medical Premium Credit. Please note that if you are enrolled in an MCCCD medical plan as a dependent of another employee, you will not receive the Medical Premium Subsidy Credit since you are not responsible for paying the premium.

Q: If I become newly eligible after April 1, what will my frozen pay be for the Medical Premium Subsidy Credit?

A: If you become newly eligible after April 1, 2024, your base pay will be frozen at the base salary/rate you have when you become eligible for benefits.

Q: What happens if my pay needs to be corrected or final when I become newly eligible?

A: The Medical Premium Subsidy Credit could change at the point in time when a Final Pay Placement or a Pay Correction has been entered into HCM. The change to begin or end the Medical Premium Subsidy Credit will become effective on the first of the following month. It will not be retroactively changed back to when you became newly eligible.

A: You can view your current Annual Rate on the "Primary Job Details" page, which is available on your home page in HCM. We added another section at the bottom of this page to give correct information regarding the Medical Premium Subsidy Credit. This will include:

  • The Qualifying Annual Rate for the credit,
  • The most recent Annual Rate Freeze Date,
  • And if your Frozen Annual Rate qualifies for the subsidy.
